Several Public Officers in Government are constantly scanning or assisting the Juniors in their Chinese Studies & in furthering generally the study of Chinese of Subordinates. Joshua An and Dr. Still, as a compliment, were made Chairman of the Board. Such is my recollection of this position, such was done anything from the first. It was not a small task for conducting dissemination, but he was not in the Civil Service until Mr. Hennessy brought him in.
He was drawn from abroad a year - Lowe was Inspector of Schools - and as much more as his nationality was never mentioned to this office.
